Software Defined Radio Systems Acquisition – Achieving More, Paying Less

Abstract: The military’s mission requirements continue to increase, while budgets continue to decrease. This new reality is more evident within the scope of military wireless communications, as the military rides its own Internet of Things (IoT) wave.

Mr. Howen Fernando, the Joint Tactical Networking Center (JTNC) Deputy Director of DoD Waveform Standards, will provide an organizational overview of the Joint Tactical Networking Center (JTNC) and how it’s working to achieve more and pay less for Software Defined Radio systems acquisition. Mr. Fernando will also present the Software Communications Architecture (SCA), a Modular Open Systems Architecture for the implementation of SDR waveform software.

Background:

A software-defined radio (SDR) is a radio communication system where components that have been traditionally implemented in hardware (e.g. mixers, filters, amplifiers, modulators/demodulators, detectors, etc.) are instead implemented by means of software. The benefits of SDRs are many, including waveform portability, radio interoperability, and extensibility. There are, however, many technical challenges, to include the definition of standard hardware and software interfaces between myriad hardware components, a diversity of antenna requirements, and the effects of a ‘general solution’ on optimization.

The Software Communications Architecture (SCA) is an open architecture framework that defines a standard way for radios to instantiate, configure, and manage waveform applications running on their platform. The SCA separates waveform software from the underlying hardware platform, facilitating waveform software portability and re-use to avoid costs of redeveloping waveforms.

The SCA is published by the Joint Tactical Networking Center JTNC). This architecture was developed to assist in the development of Software Defined Radios, specifically the Joint Tactical Radio System (JTRS), capturing the benefits of recent technology advances which are expected to greatly enhance interoperability of communication systems and reduce development and deployment costs.

The presenter, Mr. Howen Fernando, has a B.S Electrical Engineering degree from California State Polytechnic University and is completing a M.S. Systems Engineering degree at the Naval Postgraduate School.
